CDM 2015 - key changes


On 6 April 2015, the revised Construction Design and Management Regulations came into force. The long awaited revision sees a number of key changes to how construction and other projects are managed.

The definition of 'construction work' has not been radically altered and clients are reminded that CDM 2015 does apply to refurbishment work and to many maintenance projects.

a) The Client's role has been strengthened at the top of the overall project structure, with the Client having a whole life overarching responsibility across the design team and during employment of contractors.

b) The CDM-C role has been removed with a new role of the Principal Designer (PD) taking affect. In projects where there is more than one Designer, the Client must appoint a PD. The PD becomes responsible for the design stages of a project - upto the point where the work is carried out.

c) The Principal Contractor, required for all projects where there is more than contractor, then becomes responsible for the actual work itself.

d) Clients are now responsible for notifying the HSE using Form F10 for projects where the construction phase is more than 30 days and involves more than 20 contractors operatives working on the site at any one time or where the construction element is more than 500 man days. The F10 can be submitted electronically

e) There is no real change to the standards applicable to construction sites in terms of health, safety and welfare issues.

CDM 2015 now also applies to domestic projects whereby Designers and Contractors will have to fully consider the risks associated with such work. Homeowners, as 'Clients' though needn't worry too much as many of the requirements that a commercial Client may have, automatically default to the Contractor in a domestic project.

CDM 2015 applies now for all newly started projects. For existing projects running upto and beyond 6 October 2015, there is a 6 month transitional period for compliance with CDM 2015 until 6 October.
